Component A:
Support to Regulatory Dialogue
This component aims at supporting the Chinese government to enact and implement essential laws,regulations and non-legislative measures that serve to foster the Chinese Information Society.This support will cover the implementation of existing laws such as the electronic signature law as well as the drafting of new laws and regulations on telecommunications,personal data protection,access to government information,information security and other related issues.
All initiatives are focused on maintaining a high level dialogue,supporting the Chinese decision-making process in whichever way is useful and fostering the development of a market-oriented and transparent regulatory environment.
Component B:
Support to Improved Government Services including services to citizens (G2C)and businesses(G2B)
Primary objectives of this component include:
,E-Government demonstration projects in six localities to showcase best practices in Europe for improve government services in China.The project areas include Sichuan,Shandong,Hebei,Shanxi,Inner Mongolia,Shanxi.The e-government projects include such issues as social services,emergency health response systems,utilization of smart cards for social security applications,public service system to citizens and villagers,an administrative approval system,and a digital city.
,Conduct e-government benchmarking surveys in each locality; introduce an e-government awards system; and an overseas programme of e-government conferences,study tours and internships to strengthen Chinese Government services to citizens (G2C)and businesses(G2B)
Component C:
Support to e-government
The priorities of the e-government training programme are to provide:
,A regulatory environment for e-government and informatization,including e-commerce and current issues
,Case studies on current e-government best practices and experiences from Europe
,Implementation of essential laws and regulations at provincial level
,E-government awareness raising events at provincial level
,Dissemination of e-government demonstration projects at provincial level
,Overview of e-government service delivery ranging from the integration of government services and their implications in the overall development of imformatisation in China
,Development of an information society knowledge base(ISKB)to provide an online learning platform
Component D:
Support to Administrative Capacity Building
This component provides the basis for sustainability including a forum for EU-China Information Society dialogue.Activities include:
,An annual high-level EU-China Information Society conference
,Raising awareness of Digital Divide
,Regular media activities
,Benchmarking of Information Society and E-government in China
,Management training for capacity building
Overall expected results
,A series of publications including a Comparative Study of the Chinese and EU legal and regulatory environment plus other selected laws;
,Enhanced regulatory and legislative capacity;
,Regulatory framework put in place and implemented to foster informatisation of society at large and the adoption of e-Government services and accessibility to the underlying communications infrastructure(telecoms)in particular
,An environment conductive to better provision of essential Government services and consistent with relevant international regulations and laws;
,Successfully implemented e-government projects as models of best practise in China
,Officials trained on e-government service provision and informatisation issues;
,Increased public awareness of e-government and informatisation in China;
,Public-private partnerships(PPP"s)formed;
,Training matrials and resources developed on the Information Society Knowledge Base(ISKB)
,Long-term EU-China Information Society co-operation and links established;
,Successfully established benchmarking system for information society in China. |
