Business Process Design Justification conference for EU-China Information Society Handan Demo Project was hold in Handan City on Dec 21st. People attended this conference include officers of the 12 Project implementation groups that joined in this Smart Card Program such as Handan Municipal Informatization Office, Bureau of Labor, Bureau of Public Security, Social Medical Insurance Center , Bureau of Personnel, and so on.  Professionals of our cooperation companies----Shenyang Neusoft and Zhuhai Huize Information System----also attended this conference which was presided by LI Lian-min, vice-director of Handan Municipal Informatization Office.
    Professionals of our cooperation companies showed data exchange and data collecting flows for Population Information Database, and also showed the process of the Smart Card’ s producing and distributing. Contacting with their own work, attendee negotiated with each other on some key problems and came to a lot of rationalization suggestions such as disaccords in the former data, or repeated ID No., or the period for the card’ s change and reissue.
    The Smart Card System is a cross-section information service system that faces citizens. It is either a complicated informatization project, or a complicated social system project. This conference enhanced the maneuverability and practicability of the Smart Card business process design, and identified priority of next step. It would supply sturdy base for the stability of the project.
