Personal Data Protection Lawmaking Workshop for Handan Smartcard, which is EU-China Information Society Handan Demo Project, was hold in Handan City on Jan 10th to 11th. Officers from groups of Handan Smart Card Project attended the workshop. The groups involve Informatization Office, Bureau of labor, Public Security Bureau, Medical Insurance Center and Personnel Bureau. The workshop was directed by LI Lian-min, the vice-director of Handan Municipal Informatization Office. Graham Sutton (EU e-Government expert), WANG Bo-yong, FENG Yu-jun (the Business College associate professor of RENMIN UNIVERSITY OF CHINA), and YUAN Gang (Doctor Candidate, researcher of RENMIN UNIVERSITY OF CHINA Law and Modernization Research Center) attended the workshop.
   Every expert made perfect speech. Mr. Graham Sutton introduced other EU countries’ background and experience on data lawmaking. FENG Yu-jun made a speech about the necessity of information lawmaking through some examples. YUAN Gang introduced China information security system.
   Experts’ wonderful lecture made attendee more clearly about information lawmaking. Every one in the workshop actively expressed their ideas. As it’s the first time for Smart Card, so the attendee were not clear about it. In the workshop someone oppugned the authority of Smart Card. Some questions are point out, for example, is Smart Card Project a government action? Can Smart Card replace ID card? What’s the operation flow of Smart Card? The questions focused on the problems of information security.
   Such as, dose the government has franchise to descry personal data? Experts gave detailed answers about these questions. At present, personal data mainly comes from government departments. Smart Card Center will collect the information and store it to Smart Card. Every department can only take the information of personal data belongs to them. For instance, the marriage status of citizen can only be looked over by Handan Bureau of Civil Affairs, and health status can only be got by medical department. Personal data lawmaking was discussed ulteriorly. The attendee brought some precious advices, such as enhancing the supervising of government. The ambience was very impassioned and the workshop was   successfully held.
   The information in Smart Card is relative to citizens’ behoof, and it should be regarded. It is important subject lying in front of information security lawmaking that could Smart Card Project be well done and will citizens have no worry about their security when enjoying every kind of service. So the holding of this workshop is very significative for the favoring implementation of Smart Card Project.
