The plan was put forward based on two visitations to Handan in October 2005 and January 2006.Among the EU-China Information Society,the demonstration project has two functions:promote local economic and social reformation through informatization in selected cities;enact substantial mearsures to improve the e-government services in every selected city.

The benefits of the project in Handan is to support the design of software development which apply to the smart card system. From the work process analysis point of view,it will support the development of the application software,raising the awareness of the smart card among the citiizen through training courses,workshops,seminar.In addition,we can also promote the achivement of the project and foster the improvement of government services in Handan.
